Biography
Susan Morgenstern is formerly the Senior Attorney at the Center for Taxpayer Rights where she worked on policy and litigation to ensure the protection of taxpayer rights, particularly as to low income taxpayers. Simultaneously, she served as Adjunct Professor at the Beasley School of Law at Temple University where she taught low income taxpayer policy issues. Prior to these positions, Ms. Morgenstern served in several positions in the IRS Taxpayer Advocate Service, including acting supervisory attorney advisor for the National Taxpayer Advocate’s Attorney Advisory Group and Local Taxpayer Advocate in Cleveland, Ohio. Previously, Ms. Morgenstern was Senior Attorney with the Legal Aid Society of Cleveland where she founded and directed the low income taxpayer practice at Legal Aid, the first in Ohio and one of the first nationwide integrated into a legal services practice.
In her career, she has written and advocated extensively on taxpayer rights and substantiative tax matters, particularly as these pertain to low income taxpayers, domestic abuse survivors, and religious and cultural minorities. She was recently elected to the American Bar Association Tax Section’s Executive Committee as Vice-Chair, Pro Bono and Outreach, and is a Fellow of the American College of Tax Counsel. She is formerly a council director of the American Bar Association Section on Taxation and a regent of the American College of Tax Counsel. She is a past chairperson of the American Bar Association Section on Taxation's Pro Bono and Tax Clinics Committee has been a member of many American Bar Association Tax Section administrative committees. She is the 2021 recipient of the American Bar Association Tas Section’s Janet Spragens Pro Bono Award.
